According to the head of the Kiev Military Administration, Timur Tkachenko, at least 14 people were killed in the Ukrainian capital after long-range missiles hit a housing complex and a railway station. In Odessa, another 13 civilians were injured in a nighttime attack with explosive drones.

President Volodymir Zelensky called the attacks “a deliberate escalation” and called on NATO to speed up the deployment of air defense systems. The offensive coincided with the security summit in Brussels, where European leaders were discussing new sanctions against Moscow.

Russia has not issued official statements, but state media justified the shelling as “operations against military infrastructure”. The UN has convened an urgent session of the Security Council to assess the humanitarian situation in Ukraine, while organizations such as Doctors Without Borders denounce that hospitals in Kiev are at the limit of their capacity.
